Companies pay by credit card when ordering. If no award is issued, USIQ keeps only the $990 exam fee and refunds the rest. The fee is fixed before the assessment and does not vary with the tier.
Payment does not buy a favorable result. USIQ is a private provider; certification is not government accreditation.

01 / THE SHORT ANSWER
What is USIQ Top Service certification?
USIQ Top Service is a private, company-funded certification of customer service. It combines an independent survey of a company’s real customers with a documented management assessment. The customer survey carries 80% of the result and the management assessment 20%. The highest tier for which the company meets every requirement is awarded: Certified, Silver, Gold or Platinum.
The result describes the service scope, customer group and survey period named in the Order. It shows how customers rated that service against the published USIQ criteria. It is not a ranking against competitors, and it is not a collection of online reviews.
Customer experience
Feedback from real customers across seven service dimensions, with minimum participation and a minimum result in every dimension.
Documented service management
A human review of management answers, selected evidence, aggregate survey findings and relevant public information.
What can the result establish?
Certification shows that a defined company and service scope met the applicable criteria during the assessment. It does not guarantee that every future customer will have the same experience, and it is not a legal opinion, an audit of consumer-law compliance or a governmental designation.
The weights and thresholds are disclosed program choices. They are not presented as statistically validated predictors of sales or customer retention. Nonresponse, self-reporting and a selective review of documents limit what any single result can show.
02 / SCORING & TIERS
Certification scores and tier thresholds
The total is the customer survey score plus the management assessment score, with a maximum of 100 points. To receive a tier, the company must meet all four scoring requirements below, as well as the participation rules and the exclusion criteria.
Minimum requirements for each certification tier
| TIER | TOTAL / 100 | CUSTOMER SURVEY / 80 | MANAGEMENT / 20 | EVERY SURVEY DIMENSION |
|---|---|---|---|---|
| Certified | 60 | 48 | 10 | 40% |
| Silver | 70 | 56 | 12 | 50% |
| Gold | 80 | 64 | 14 | 60% |
| Platinum | 90 | 72 | 16 | 70% |
Dimension percentages refer to each dimension’s published maximum points. All figures are minimums, not closed ranges or percentile rankings. The 40% dimension floor for Certified sits below the midpoint of the answer scale.
A score of 90 is not automatically Platinum.
Platinum also requires at least 72 survey points, at least 16 management points and at least 70% in every survey dimension. If the conditions of a higher tier are not met, the next lower tier whose requirements are all met may be awarded.
Fictional worked example: a customer survey score of 67 plus a management score of 15 gives 82 points. If the weakest survey dimension reaches 57%, the result is Silver, assuming all other requirements are met. Total, survey and management scores would meet Gold, but Gold requires at least 60% in every dimension. This simulated example is not an actual company result.
Scores are calculated at full precision. Display rounding does not change eligibility: 69.99 points does not meet the 70-point Silver threshold. If the requirements for Certified are not met, no certification is issued.
03 / ELIGIBILITY & PARTICIPATION
Who can apply — and who takes part?
Companies that serve customers in the United States may apply, whether they sell to consumers, to businesses or to both. The company needs at least 50 customers with a completed purchase, an active contract or a service contact in the 12 months before the survey. The accepted Order names the legal entity, the brands, locations or service lines covered and the survey period.
The company provides the contact list for every customer in the covered scope, or sends USIQ’s unique survey links to all of them and documents the dispatch. Where the list exceeds 2,000 customers, USIQ may draw a random sample. Participation is voluntary. A company may not pick satisfied customers, suggest answers, tie discounts or gifts to a positive rating or contact customers about their answers.
Minimum survey participation
The survey is open for 21 calendar days, with one possible 14-day extension. USIQ sends up to two reminders. Both the minimum response rate and the minimum number of responses must be met. Counts resulting from the response-rate calculation are rounded up.
| INVITED CUSTOMERS | MINIMUM RESPONSE RATE | MINIMUM RESPONSES |
|---|---|---|
| 50–199 | 15% | 15 |
| 200–999 | 10% | 30 |
| 1,000–4,999 | 5% | 60 |
| 5,000 or more | 3% | 150 |
For example, 180 invited customers require at least 27 responses, because 15% × 180 is 27. The fixed count in the table does not replace the response-rate requirement.
A valid survey counts once per invitation and contains at least one valid scored answer. Duplicate or automated responses are removed before scoring. If participation is still too low after the extension, no certification result is issued. One repeat survey is available within six months without an additional assessment charge. This does not delay the no-award refund or the delivery of available results.
04 / COMPONENT ONE
Customer survey dimensions and scoring
The standard survey contains 30 questions, of which 24 are scored. All standard questions stay in the survey. Up to four approved, optional, unscored questions may be added, for example about a specific product line. Unscored questions do not affect the Top Service score.
How an answer becomes a score
Scored statements use a six-point scale from 1 (Strongly disagree) to 6 (Strongly agree). For each item, the mean of the valid answers is normalized to 0–1 and multiplied by the points assigned to that item. Item 24 asks how likely the customer is to recommend the company, on a 0–10 scale, and carries four points: item 24 score = (valid-response mean ÷ 10) × 4. It is not a Net Promoter Score.
Illustrative calculation: mean 4.8, item weight 3 points
((4.8 − 1) ÷ 5) × 3 = 2.28 points
For reverse-coded exports, the coded mean is first converted using 7 − coded mean. Scored wording and weights cannot be changed. Accessible or translated versions require approval and must keep the same meaning.
Skipped answers and insufficient data
Customers may skip any item or choose “Not applicable / Prefer not to answer.” These answers are left out of the item mean. A customer who never needed to complain, for instance, does not rate complaint handling. An item with fewer than five valid answers is excluded, and its points are redistributed proportionately within the same dimension.
At least half of the scored items in each dimension, rounded up, and at least half of its original point weight must remain eligible. Otherwise, no component score or certification is issued until a compliant repeat survey is completed. Missing answers are never counted as favorable.
05 / COMPONENT TWO
Management assessment criteria and evidence levels
The management assessment reviews 20 criteria across five areas. An authorized company representative answers every criterion with Yes, No, In progress or Not applicable and explains the answer. Reviewers consider selected documents, the aggregate survey findings and relevant public sources.
| MANAGEMENT ASSESSMENT AREA | CRITERIA | POINTS |
|---|---|---|
| A · Service standards and customer promises | 4 | 4 |
| B · Accessibility and contact channels | 4 | 4 |
| C · Complaint handling and service recovery | 4 | 4 |
| D · Staff training and empowerment | 4 | 4 |
| E · Measuring and improving service | 4 | 4 |
Management questionnaire
Management describes how service is organized and may upload redacted documents such as service standards, complaint logs in aggregate form or training plans. Personal customer data is not requested as evidence.
Public-source and consistency review
Reviewers check relevant, lawfully accessible sources, such as published service promises and public enforcement records, and keep allegations apart from final findings. Approved AI may flag inconsistencies at company level; reviewers must verify every material flag.
Proportionate evidence requests
The company has 10 business days to respond and may ask for a reasonable extension. If requested evidence is missing, the related criterion is limited to level 1, unless level 0 or an approved Not applicable is justified.
Scoring and second review
A human reviewer scores the criteria. A second reviewer who did not do the original research checks every award. USIQ retains the final decision.
Six evidence levels
| LEVEL | LABEL | ASSESSMENT BASIS |
|---|---|---|
| 0 | Not in place | The practice does not exist. |
| 1 | Stated, not substantiated | The explanation is implausible, contradicted, or requested evidence is missing. |
| 2 | Partially in place | The practice has limited coverage or is at an early stage. |
| 3 | Stated and consistent | The explanation is plausible and consistent with available checks; documentary proof remains limited. |
| 4 | Largely verified | Relevant documents substantially corroborate the practice, with minor gaps. |
| 5 | Verified | Relevant documents adequately corroborate the practice, scope and coverage for this assessment. |
“Verified” describes documentary corroboration in this assessment. It does not mean an exhaustive audit or a legal finding.
MANAGEMENT AREA SCORING
Area score = (average applicable criterion level ÷ 5) × area points
Illustrative calculation: average level 4 in a 4-point area
(4 ÷ 5) × 4 = 3.2 points
Criteria are equally weighted within each area. “Not applicable” requires an objective documented reason and USIQ approval. At least half the criteria in each area, rounded up, must remain applicable. Points cannot move between areas.
Service promises are checked against customer experience.
Where a company publishes response times, guarantees or service hours, reviewers compare them with the survey results and the evidence provided. A promise that the survey clearly contradicts caps the related criterion at level 2. Promises that are only made internally earn credit only if they are documented and applied in practice.
06 / DECISIONS & FUNDING
Funding and decision safeguards
Review safeguards
Scoring and final decisions are kept separate from sales for the same company. Reviewers must disclose conflicts and step aside when their impartiality is impaired. Their pay cannot depend on an award or a tier.
USIQ and partners involved in the assessment or decision may not provide paid customer-service consulting to that company during the assessment or certification period.
The commercial relationship
The agreed package fee is fixed before work begins and is paid by credit card when the order is placed. It does not vary by tier. No separate seal license fee is charged during the certification period.
If no award is issued, USIQ keeps only the $990 exam fee for the customer survey and its evaluation and refunds every other amount collected within 14 calendar days. Available survey results are still delivered so the company can work on its service.
Refunds and available aggregate results are due within 14 calendar days after the final assessment decision or closure, as applicable. Where responses are insufficient, reporting explains the limitations; if there are no usable responses, a written explanation is supplied.
Scores do not override exclusion criteria
Reliable evidence of material failures can lead to refusal, deferral, suspension, downgrade or revocation, whatever the score. Grounds include final findings by a consumer-protection authority, independently corroborated misconduct toward customers, fake or purchased reviews, manipulation of the survey, pressure on participating customers or materially misleading submissions.
A pending action, anonymous criticism, an allegation or silence from the company does not by itself prove misconduct. USIQ assesses the evidence, allows a response and applies reasoned decisions and appeal procedures. Before a final adverse action, USIQ provides written grounds, a summary of the material evidence and the proposed action, with at least 14 calendar days to respond. A documented urgent risk of materially misleading seal use may justify an immediate, narrowly tailored interim suspension, with reasons and at least five business days to respond.
AI assists; people score and decide
Approved tools may help flag inconsistencies in redacted or deidentified company-level materials. AI does not assign scores, decide certification or profile customers. Individual survey responses, identifiable comments and personal customer data must not enter these AI systems.
07 / PRIVACY & PROTECTION
Customer privacy and data protection
Customer contact data is used only to send the survey invitation and up to two reminders. The company receives protected aggregates, not individual answers, and it does not learn which customers took part. No subgroup or item-level subgroup result is released with fewer than five valid responses.
Open comments are passed on only without names or details that could identify the customer. Five responses alone do not guarantee anonymity, so additional suppression and grouping are used for small customer groups. The program does not promise absolute anonymity.
Participation remains voluntary
Customers decide whether to answer and may skip any question. Companies may not ask customers to prove or reveal their answers, and nonparticipation has no consequences for the customer.
Restricted data use
Customer contact lists and individual survey data may not be sold, used for marketing, shared for targeted advertising or used to train general-purpose AI models.
Retention limits
- Customer contact files and linkable survey tokens: deleted within 30 days after the survey closes, unless a shorter period applies.
- Raw responses: deleted or irreversibly deidentified within 90 days after the initial decision or the end of a timely appeal. If no decision is issued, the deadline is 90 days after termination or documented closure of an abandoned assessment; the earliest applicable deadline controls.
- Deidentified aggregate scoring and decision records: may be retained for 36 months after the assessment.
- Isolated backups: overwritten or deleted within 90 additional days, excluded from ordinary use and deleted again if restored.
Earlier legal deletion duties may apply. Documented legal obligations or specific legal holds may require limited, isolated retention. Customers can use the privacy contact named in their survey invitation. Legally compelled disclosures remain governed by applicable law.
08 / VALIDITY & VERIFICATION
Certificate validity & verification
Certification lasts 24 months from issue, subject to ongoing conditions. The company must provide a written update on material changes at month 12, for example a change of ownership, a merger of service units or the outsourcing of customer support. This update is not a full reassessment.
Every issued certificate has a unique ID and an official verification link. The record names the certified company and service scope, the tier, the survey period, the exact issue and expiration dates, the methodology version and the current status. The verification record is available regardless of the marketing package selected.
Use the verification link on an individual seal to check its current status, scope and exact dates. A year shown on seal artwork does not extend the expiration date. For an earlier certificate, check the methodology version and the terms that applied when it was issued.
Renewal requires a new assessment.
A new accepted Order and a full reassessment with a new customer survey under the then-applicable criteria are required. There is no automatic renewal, no recurring charge and no continued right to use an expired seal.
09 / QUESTIONS & COMPLAINTS
Questions about the methodology
Methodology governance
The criteria are reviewed every year and after the first 100 Top Service assessments. Material changes are published at least six months in advance for future Orders and renewals. Accepted Orders and issued certifications remain under their agreed version, except for changes strictly required by law and communicated with reasons.
USIQ also plans an annual methodology report with actual tier counts and data limitations. Worked examples on this page are clearly marked as fictional.
